कलिमा ए तय्यिबा के इक़रार के बाद ज़कात इसलाम का तीसरा स्तंभ है और इसकी
अहमियत का अंदाज़ा इस बात से लगाया जा सकता है कि क़ुरआन मजीद में नमाज़
क़ायम करने के हुक्म के साथ बार बार ज़कात अदा करने का हुक्म दिया गया है।
ज़कात का मक़सद इसलामी समाज में मालदार लोगों से माल लेकर ग़रीब लोगों की
आर्थिक रूप से मदद करना है ताकि ग़रीबी का ख़ात्मा हो। आज मुसलमानों में जो
मुफ़लिसी और ग़रीबी हमारे समाज में मौजूद है वह इस बात का सुबूत है कि
ज़कात की सही अदायगी नहीं हो रही है और वह असल हक़दारों तक पूरी तरह नहीं
पहुंच रही है। आम तौर से लोग इस बात से नावाक़िफ़ हैं कि ज़कात लेने के
हक़दार कौन कौन लोग हैं और ज़कात किन लोगों पर फ़र्ज़ है ?हर वह शख्स जिसके
पास साढ़े सात तोला सोना या 52 तोला चांदी या इस निसाब के मूल्य जितने माल
पर साल गुज़र जाए तो उसे उस का चालीसवां हिस्सा यानि ढाई प्रतिशत ज़कात
अदा करनी फ़र्ज़ है। क़ुरआन व हदीस में ज़कात को सदक़ा भी कहा गया है। सूरा
ए तौबा की 9वीं आयत का तर्जुमा है-‘‘ज़कात जो हक़ है वह हक़ है फ़ुक़रा
(मुफ़लिसों) का और मसाकीन (मुहताजों) का और आमिलीन (ज़कात के काम में जाने
वालों) का और मौल्लिफ़तुल क़ुलूब (ऐसे ग़ैर मुस्लिम जिनकी दिलजोई की ज़रूरत
हो) का और रिक़ाब (गर्दन छुड़ाने में) का आज़िमीन (क़र्ज़दार) का और
सबीलिल्लाह (अल्लाह की राह में जानतोड़ संघर्ष करने वालों) का और
इब्नुस्सबील (मुसाफ़िर जो सफ़र में ज़रूरतमंद हो)‘‘क़ुरआन पाक के इन
अहकामात के बारे में हदीस शरीफ़ में स्पष्ट किया गया है कि अल्लाह के रसूल
सल्लल्लाहु अलैहि वसल्लम ने फ़रमाया कि अल्लाह तआला ने ज़कात की तक़सीम को
किसी नबी या ग़ैर नबी की मर्ज़ी पर नहीं छोड़ा बल्कि अल्लाह ने ख़ुद उसके
मसारिफ़ मुतय्यन कर दिए हैं जो 8 हैं। लिहाज़ा यह ज़रूरी है कि इस बात की
तहक़ीक़ कर ली जाए कि जिन्हें हम ज़कात दे रहे हैं वे क़ुरआन व हदीस की रू
से उसके मुस्तहिक़ हैं और हमारी ज़कात उपरोक्त 8 मदों मे ही अदा हो रही
है।एक हदीस में है कि एक शख्स ने अल्लाह के रसूल से कुछ माल तलब किया तो
हुज़ूर सल्लल्लाहु अलैहि वसल्लम ने फ़रमाया कि ‘‘मेरे पास सदक़ा का माल है,
अगर तुम उसके मुस्तहिक़ हो तो दे सकता हूं वर्ना नहीं‘‘, यानि ज़कात देते
वक्त हक़ीक़त जानना इस हदीस से साबित है। ‘फ़ुक़रा‘ वे लोग हैं जिनके पास
ज़िन्दगी की ज़रूरतें पूरी करने का सामान नहीं है और खाने पीने से भी
मुहताज हैं लेकिन असल फ़ुक़रा की शान सूरा ए बक़रा की 273वीं आयत में
अल्लाह तआला ने यूं बयान फ़रमाई है-भावार्थ-‘‘वे फ़ुक़रा जो अल्लाह की राह
में रोक दिए गए हैं, जो मुल्क में चल नहीं सकते, नादान लोग उनके सवाल न
करने की वजह से उन्हें मालदार ख़याल करते हैं। आप उनके चेहरे देखकर उन्हें
पहचान लेंगे क़ियाफ़ा से। वे लोगों से लिपट कर सवाल नहीं करते। तुम जो कुछ
माल ख़र्च करो तो अल्लाह उसका जानने वाला है।‘‘ इसी तरह मिस्कीन की तारीफ़
हदीस शरीफ़ में यह है कि हुज़ून नबी ए करीम सल्लल्लाहु अलैहि वसल्लम ने
फ़रमाया कि दरअसल मिस्कीन तो वह है कि जिसके पास इतना माल न हो जो उसे
किफ़ायत कर जाए और कोई उसका हाल भी न जानता हो कि उसे ख़ैरात दे दे और न
लोगों से ख़ुद सवाल करे।(सही बुख़ारी किताबुज़्जकात)दअसल ज़कात का मक़सद ही
यह है कि ग़रीब और नादार लोगों और ज़रूरतमंदों की ज़रूरत पूरी की जाए और
अपने आस पास के लोगों, रिश्तेदारों पड़ोसियों, यतीमों, विधवाओं, ग़रीब
विद्यार्थियों, ज़रूरतमंद मुसाफ़िरों, क़र्ज़दारों की ख़बरगीरी की जाए और
ज़कात के मुस्तहिक़ीन की तहक़ीक़ करके उन्हें ज़कात दी जाए।

कोई किसी की अमीरी के कारण ग़रीब नहीं होता। मालदार लोगों से माल लेकर ग़रीब लोगों की आर्थिक रूप से मदद करना उनकी काहिली को तो बढ़ावा देगा ही,हुनरमंद लोग भी ग़लत तौर-तरीक़ों की ओर प्रवृत्त होंगे। बग़ैर मार-काट के लिए अपना रास्ता तैयार करना भी बिल्कुल संभव है।

Apart from some people who misuse the noble gesture of charity by wealthy people, there are also many people who really need our help to meet their ends and to fulfill their basic needs for living. And to stop the misuse by a small number of people, we cannot stop this noble act for all.
There are four different approaches to understand the necessity of charity (Zakat) as written below in ascending priority :
4. Financial : (Wealthy people will get back the benefit of charity in the form of more sales and profits)
It is universal law that more the spending capacity of customers means more sales and more profit for the business, industry and for the whole nation at large. Just suppose if all the wealthy people give a part of their extra money in charity, it will definitely improve the spending power of the less fortunates. Therefore the more spending customers will be translated into more sales of the goods and services. Thus the wealthy people will definitely get back a part of their charity in the form of more sales and profits, consequently the government will get benefit in the form of more taxes.
3. Social : (Crimes will decrease due to better financial balance in the society)
It is a fact that there is wide gap in financial status of upper and lower strata of the society. When one sees that the wealth of the already financially strong people is increasing day by day, whereas on the other hand the low income group is finding it hard to meet their basic needs too, inspite of their hard work. Then a feeling of resentment is bound to be born. And unfortunately some of them stray to illegal and brutal ways, like robberies, thefts, kidnapping for ransom, prostitution, human trafficking and many other crimes. This is a fact we see in our daily life and nobody can deny it. And in most of these crimes it is the upper class which has to pay the price.
So again charity comes to our rescue. A good amount of charity will definitely improve the living conditions of the lower classes, which will definitely help to reduce the crime graph in our society. And Just saying some good words will not change the reality.
2. Humanity : (It is our basic Instinct to help the needy)
It is a fact that we get an inner pleasure by helping others in either way, financial or non-financial. If we see anyone ignoring the needs and pains of other fellows, we label him as “insane” and respect the people who care for other less fortunate ones. This is an inbuilt feelings in humans. If we see on a macro level, all our love & care for our kids, family members, relatives and friends also fall in this category. If we apply that formulae indiscriminately, not helping them to make them more responsible and hardworking will ultimately destroy the whole system of our society and we will be descended to animal level.
1. Religious : The top priority is submitting our wills before God, who has ordered us to be generous in helping the needy financially or non-financially as per the requirements. The whole system is created by God just to test the humans by their acts and deeds. HE wants all humans to act as per HIS commands in their respective circumstances. This feeling is aroused as we see and understand the complete picture of God’s Creation Plan of this Universe, purpose of our lives and existence of eternal life after death. And everything is completely logical, reasonable and as clear as crystal, the need is just brain storming to understand it. And anyone understand it with his common sense. And this is natural that God, the Creator of this universe, with infinite knowledge and wisdom, has roped in all the benefits for individuals and the whole society in his Commands.
